At least the interface, including documentation, and the 2D GUI kit should be under an open-source licence.

Risk

Although I believe, that an implementation is possible, it is not yet proved, but isn't doing so half of the fun (=project)? In the worst case, I will find out, that really comfortable UIs cannot be created automatically. Then you at least acquired a good employee :-). In the best case, this project will change the way people think about Human-Computer Interfaces (semantical instead of look&feel).
